Solar panels in North Hollywood

Solar panels in North Hollywood are an LADWP project. The neighborhood is part of the City of Los Angeles, so LADWP and the City's building department set the rules; Burbank, with a utility of its own, begins at a city line that mostly follows Clybourn Avenue. Most homes here are rented, often in apartment buildings, so the unit count matters too: at three units, the Fire Department reviews the plans itself.

North Hollywood began as Toluca, laid out in 1882 around today's corner of Lankershim and Chandler boulevards. The City's historic resources survey says the area joined Los Angeles in stages between 1915 and 1923, which is why LADWP, the city-owned utility, sends your bill.

The survey puts the east edge on the Burbank city line, mostly along Clybourn Avenue. Census Bureau maps agree: from Magnolia Boulevard north to Victory Boulevard, the west side of Clybourn is Los Angeles and the east side is Burbank. The line leaves the street just south of Magnolia, where it jogs west to Ledge Avenue, and again north of Victory, near the airport. Right at the line, the utility named on your bill settles it.

That line divides two sets of solar rules. LADWP runs its own net metering program, outside the CPUC's NEM 3.0 decision, and credit for power you export stays with the meter that recorded it. Across the line, Burbank Water and Power pays its avoided cost of energy for exports from systems whose permits were filed from January 1, 2026, and Burbank issues its own permits. On your side, LADBS, the City's Department of Building and Safety, issues the permit; its nearest counter is in Van Nuys, by appointment. LADBS will not refer you to LADWP, so the grid connection is a second application. We handle both.

A house, a duplex, or a building with three units or more

In ZIP codes 91601, 91605 and 91606, which cover nearly all of North Hollywood, about 37,000 of 51,000 occupied homes are rented. More than half of all homes are in buildings of five or more units, and about 3,100 are in three- and four-unit buildings.

City rules split between two units and three. LADBS issues an online permit, with no plan check, for a rooftop system of 10 kW or less on a one- or two-family dwelling with a service panel rated 225 amps or less, within other equipment limits; anything else goes to plan check. On a house or duplex, the LADBS inspector checks the Fire Department's roof rules. With three or more units, the Fire Department must approve the plans before the electrical permit is issued, and it inspects the work itself.

The roof clearances widen at the same line. A house or duplex keeps 3-foot paths on each slope with panels. Under Fire Department Requirement No. 96, a roof over three or more units needs a clear strip at least 4 feet wide around its whole edge (6 feet if both sides of the building exceed 250 feet), center-line pathways in both directions, and 4-foot routes to skylights, hatches and standpipes. The department can allow house rules on a townhouse-style roof.

On a flat roof, a ballasted array, held down by weight instead of bolts, needs engineered seismic and wind design, a sliding test, a load analysis, and an owner's maintenance affidavit recorded with the County Recorder.

Then decide which meter the array feeds. Because LADWP's credit stays with one meter, panels wired to a building's house meter trim the common-area bill and leave every tenant's bill alone, and LADWP keeps multi-meter buildings out of its simplest, Type 1 connection track. For a multifamily array of 30 kW to 3 MW, LADWP's Virtual Net Energy Metering pilot instead buys everything it produces on a contract of 10 to 20 years and pays at least 40% of the proceeds to tenants in individual checks, normally through a separate service connection.

Business roofs follow the wider clearances too, including the industrial buildings the survey found between Vanowen Street and Sherman Way, near the Union Pacific line and the airport. Cottages and 1940s–50s houses: the roof, the panel and the garage

The oldest houses, the survey found, are modest wood-frame Craftsman and hip-roof cottages from the late 1800s and early 1900s, with a small cluster near the old town center. A hip roof slopes on every side, so an array keeps 3-foot paths on each face it uses and stays 18 inches off any hip with panels on both sides. That can leave a small cottage fewer panels than its size suggests.

Most owner-occupied houses came later. Across the three ZIP codes, about 8,400 of roughly 12,500 were built from 1940 to 1959, and about 1,300 are older, most of them in 91601, the ZIP code that takes in the old center.

The roof comes first. LADBS waives the separate structural permit for a flush-mounted array on a house or duplex only when, among other conditions, the roof has a single layer of roofing, shows no sagging or signs of alteration, and ends up no more than half covered. A re-roof over half the roof needs a Cool Roof Rating Council product, but wildfire rules add nothing: no part of North Hollywood is in a mapped fire hazard zone. Panels already on a worn roof? Next, the main electrical panel. The online permit stops at a 225-amp service panel, an original panel from that era may lack room for a solar breaker, and replacing it moves the LADWP application to Type 2, so plan any electrical panel upgrade into the same project.

A detached garage or carport, which nobody lives in, is exempt from the Fire Department's path rules, so panels can cover more of that roof.

Is North Hollywood served by LADWP or Burbank Water and Power?

Can I put solar panels on a triplex or small apartment building in North Hollywood?

Yes, with extra steps. The online LADBS permit covers only one- and two-family dwellings, so three or more units means plan check and Fire Department approval before the electrical permit. The roof needs a clear strip at least 4 feet wide around its edge, and LADWP credits the system only to the meter it is wired to.

Is any part of North Hollywood in a fire hazard severity zone?

No. The City's Very High Fire Hazard Severity Zone map leaves it out, and CAL FIRE's 2025 map for local areas shows no hazard zone there. LADBS's express re-roof permit requires Class A roofing only inside a Very High zone and otherwise accepts Class A or B. The Fire Department's solar path rules still apply.

I rent in North Hollywood. Is there a way to use solar?

Rooftop panels are the owner's call, but LADWP's Shared Solar program is open to customers in apartments, condos and duplexes on standard, low-income or lifeline rates. Subscribers buy a monthly block of 50 or 100 kWh, supplied by new solar plants around the LA basin, at a price LADWP holds for 10 years. LADWP's posted 2026 Shared Solar rate sits above its Tier 1 price, so it buys stability, not a discount.

Ask each company four things. Is the estimate built on LADWP's net metering rather than Burbank's or Edison's rules?
