Solar panels in Toluca Lake

The City's historic resources survey bounds Toluca Lake with Burbank on the east, the Los Angeles River's flood-control channel on the south and Cahuenga Boulevard on the west. For most of that east side, about a mile and a third in all, the city line follows Clybourn Avenue, which ends almost at the lake's east tip. South of the lake it cuts across Lakeside Golf Club: County records put most of the course in Los Angeles and about 17 acres at its east end in Burbank.

The Toluca name crosses too. County parcel records put Toluca Lake Lane, Toluca Park Drive and the stretch of Toluca Lake Avenue east of Clybourn in Burbank. And between Clark Avenue and Magnolia Boulevard, the line leaves Clybourn for Ledge Avenue, where the odd-numbered houses on the west side are in Los Angeles and the even-numbered houses facing them are in Burbank.

County records file Los Angeles-side homes under ZIP 91602 or 91601 and the Burbank ones along the line under 91505, but your electric bill has the final word.

As a City of Los Angeles department, LADWP sits outside the CPUC's NEM 3.0 rules for Edison customers; its rider nets what you export against what you use each billing period. Our LADWP net metering guide covers that credit and the lease terms LADWP accepts.

East of the line, BWP's solar FAQ caps a new system's yearly output at 150% of your past 12 months of use, though systems of 10 kW AC or less skip that review. Its battery rebate, as posted in September 2026, pays $275 per kWh on up to 100 kWh, or $530 per kWh for customers not eligible for the federal tax incentive, if the battery is set to discharge at least 80% of its capacity every day from 4 to 7 p.m. Leased batteries do not qualify. BWP's FAQ adds that residential customers can no longer get the federal credit, so ask which rate applies.

The City's own map of very high fire hazard zones leaves out all of Toluca Lake. CAL FIRE's 2025 map for local areas, in the County Fire Department's copy revised in August 2025, rates the southern strip along the river and golf course Very High, High or Moderate.

Laid over County parcel lines, that map reaches about 160 house lots, most only in the Moderate band. About 55 reach the Very High or High bands, nearly all on Valley Spring Lane, Toluca Estates Drive and Toluca Road. The 34 that sit mostly inside those bands, 22 of them on Toluca Estates Drive, have a median of about 4,800 square feet of house on about half an acre.

LADBS applies its fire-zone checklist to buildings in Very High and High zones "as shown in local and State maps." There, any roofing added in a repair must rate Class A, wood shakes and wood shingles are out even when fire-retardant-treated, and a roof that is replaced, or half replaced within 12 months, needs the covering required for new construction. Where Class A roofing is required, the LADBS solar bulletin also calls for Class A panels and racking, so check your parcel on both maps before choosing roofing or equipment.
