Solar panels in Studio City

All of Studio City lies in LADWP territory, so solar panels in Studio City start from LADWP's rules. Your lot decides most of the rest. North of Ventura Boulevard are the flats around Radford Studio Center, the old Mack Sennett lot that gave the neighborhood its name. South of the boulevard the land climbs to Mulholland Drive, and nearly all of that hillside is mapped Very High for fire hazard. More than half of it also falls inside the Mulholland Scenic Parkway Specific Plan, which changes the paperwork more than the panels.

Flats or hillside: how a Studio City lot shapes the design

U.S. Geological Survey elevation data puts Ventura Boulevard between about 580 and 640 feet above sea level through Studio City. Laurel Canyon Boulevard and Coldwater Canyon Avenue each climb roughly 450 feet from there to Mulholland Drive, which runs between about 1,080 and 1,290 feet along the neighborhood's southern edge.

With the ridge to the south, the hillside tips toward the Valley, and the low December sun can leave a roof in the shadow of the slope or an uphill neighbor for hours. A hillside layout should model the terrain as well as the trees, and some roofs prove too shaded.

The houses also skew old. Census Bureau estimates for 2020 to 2024 count about 5,700 owner-occupied houses in ZIP code 91604, which covers about three-quarters of Studio City's land. Roughly 1,200 of them date from before 1940 and 2,100 more from the 1940s and 1950s, so close to six in ten predate 1960.

On a house that age, check two things before drawing panels. First the roof: LADBS skips the building permit for an array's structural support only if, among other conditions, the roof carries a single layer of roofing, the framing shows no sag and the panels cover no more than half the roof. Then the main panel, which may lack the room or capacity for a solar breaker; an electrical panel upgrade can be folded into the same job.

Fire maps, the Mulholland plan and your permit

In the hills, the City's fire map and CAL FIRE's 2025 map agree, each rating about 97 percent of the land south of Ventura Very High. On the flats they part ways. The City's zone crosses the boulevard mainly between Coldwater Canyon Avenue and about a quarter mile east of Whitsett Avenue, and reaches no more than about 700 feet north of it. CAL FIRE's map pushes Very High across the boulevard along nearly its whole Studio City length, in most places by roughly 300 to 1,500 feet, with High and Moderate bands beyond.

The gap matters because LADBS applies its fire-zone checklist to buildings in a Very High or High zone "as shown in local and State maps." Inside those zones, any roofing added in an alteration or repair must rate at least Class A, replacing half a roof or more within 12 months triggers the new-construction roof rules, and wood shakes and shingles are out, treated or not.

The array follows the roof: LADBS's solar bulletin calls for Class A panels and racking wherever Class A roofing is required, as in Very High zones. Replace a worn roof first; if panels are already up, our panel removal and reinstall service lifts them off and sets them back.

The Mulholland Scenic Parkway Specific Plan covers about 56 percent of Studio City's land south of Ventura, through an inner corridor 500 feet out from the Mulholland Drive right-of-way and an outer one reaching half a mile. There, LADBS holds building permits until City Planning clears them. For rooftop panels that step is light: City Planning's applicability matrix calls rooftop solar exempted and sends its sign-off to a Development Services Center counter.

Under the same matrix, a freestanding array goes to the Project Planning Bureau and may trigger a conditional use or Design Review Board case. The City's hillside grading area also spans nearly all the land south of Ventura, so a ground mount that involves grading or changes drainage adds an LADBS grading pre-inspection. A re-roof inside the plan goes to Project Planning too, and the roof must be non-reflective, with metal only in an earth tone or darker.

LADBS can issue the electrical permit online for a one- or two-family home's rooftop system of 10 kW or less, on 120/240-volt single-phase service with a main panel rated 225 amps or less. A system that fails any of those, or a few wiring and inverter rules, goes to plan check, and a battery adds a Fire Department plan check. Inside the Mulholland plan, the Planning sign-off comes first.

LADWP, wildfire outages and who files what

About 97 percent of the hillside land also falls in Tier 2 of the CPUC's High Fire Threat District map, the tier for elevated wildfire risk from power lines; none of Studio City is in Tier 3. LADWP's 2025 wildfire mitigation plan names the eastern end of the Santa Monica Mountains, where these hills rise, among the City's high fire threat areas. When LADWP shuts off a line in such a district, crews patrol the whole circuit before restoring power.

Does LADWP or Southern California Edison serve Studio City?

LADWP. We overlaid the California Energy Commission's utility map on the Studio City Neighborhood Council boundary and found no Edison territory, so LADWP's net metering rider applies, not Edison's net billing tariff.

Does the Mulholland Scenic Parkway Specific Plan block rooftop solar?

No. City Planning's applicability matrix lists rooftop solar as exempted, needing only a sign-off at a Development Services Center, and the plan's ban on equipment on roofs visible from Mulholland Drive excludes solar energy devices. Freestanding arrays face Project Planning review instead.

My house is north of Ventura Boulevard. Can the fire-zone roof rules still apply?

They can. CAL FIRE's 2025 map rates a band north of the boulevard Very High along most of Studio City, usually 300 to 1,500 feet deep. LADBS applies its fire-zone checklist to Very High and High zones on local and state maps, so a re-roof there may need Class A roofing and panels.

Not panels alone: a grid-tied inverter stops when the grid does, so it won't feed a line under repair.
