Solar panels in Valley Glen

Valley Glen is a newer name on an older map: a City Council resolution adopted in 2004 records that the city's transportation department identified it as a distinct community in 1998. The Greater Valley Glen Council's boundary runs from Burbank Boulevard north to Vanowen Street, reaching Sherman Way near Woodman Avenue, and from Hazeltine Avenue east to the Hollywood Freeway.

The name has not reached every mailbox. Los Angeles Valley College gives its address as 5800 Fulton Avenue, Valley Glen, yet the Census Bureau's geocoding service lists that spot under Van Nuys, and addresses on Coldwater Canyon and Rhodes avenues under North Hollywood and Valley Village. It places every one inside the City of Los Angeles, and the California Energy Commission's utility map shows LADWP across the whole council area, with no Edison territory.

LADWP runs its own net metering rider, so the California Public Utilities Commission's NEM 3.0 rules for Edison customers do not reach Valley Glen: your exports are netted against what you buy each billing period, and any surplus rolls forward as bill credit. Its net metering guidelines also limit the contract: you can buy a system or lease one that meets LADWP's terms, but a power purchase agreement that sells you electricity by the kilowatt-hour is not allowed. Buying? The federal home solar credit ended on December 31, 2025, so leave it out of the math; our 2026 solar tax credit guide covers what is left. Two kinds of solar project share Valley Glen's streets. On the City's zoning map, single-family zones cover nearly two-thirds of the zoned land inside the council's boundary and apartment zones about a sixth, yet more than half of the homes in those census tracts sit in buildings of five or more units. About 4,500 of roughly 5,200 owner-occupied homes are detached houses; the rest include condos and townhouses, where an association may control the roof.

California law limits that control. Civil Code 714.1 lets an association approve systems on common areas, set roof repair terms and make installers answer for damage, but it may not adopt a general ban on rooftop solar for the building you live in, or for a garage or carport assigned to you, or put your project to a member vote.

Own an apartment building? The LADBS express solar permit covers only one- and two-family homes, so three or more units means plan check.

Heat is the local argument for a battery. On September 6, 2020, LADWP's evening update put Valley Glen, at about 2,300 customers out, among the neighborhoods most affected by heat-storm outages, and warned that its response could take 24 to 48 hours. On September 8, 2024, it listed Valley Glen, with Echo Park and Northridge, among the communities with the most customers affected, with 911 customers there still without power at 3 p.m., and said its response might run past 24 hours.

A standard grid-tied system shuts down whenever the grid does, so panels alone will not ride that out; a battery wired to a backup panel keeps chosen circuits on. On LADWP, backup is the main reason to add storage, as our guide to solar batteries in Los Angeles explains.
