Solar panels in Winnetka
Corbin Avenue, the street our Northridge office sits on, is also Winnetka's eastern boundary, so Winnetka is the neighborhood next door. More Winnetka homes date from the 1950s than from any other decade. Before solar panels in Winnetka go up, that age puts two things under review: the roof and the main electrical panel. City of Los Angeles rules then set the permits and the fire-access layout.
What a 1950s Winnetka house changes about solar
Winnetka began in 1922 as Charles Weeks's colony of one-acre egg farms. The Winnetka Neighborhood Council's map now runs from Nordhoff Street south to Victory Boulevard and the Los Angeles River wash, and from De Soto Avenue east to Corbin Avenue.
Most of today's houses came later. In ZIP code 91306, which covers nearly all of Winnetka, about 5,700 of the roughly 15,300 homes were built in the 1950s, at least twice as many as in any other decade, and only about 900 are older than that. Among owner-occupied homes, about 4,500 of roughly 8,300 are single-family houses built between 1940 and 1959.

On a house that age, the roof sets the permit path. LADBS lets a flush-mounted array skip a separate structural permit only when every condition on its list is met, and three of them are about the roof itself: a single layer of roofing, no sagging or signs of alteration, and panels on no more than half of the total roof area. Miss any condition and the job goes to building plan check for a structural permit, on top of the electrical one.
If the roof needs replacing, do it before the panels go on. City rules treat a home re-roof over more than half the roof as a cool-roof job, so the new material must be a product rated and labeled by the Cool Roof Rating Council. The main electrical panel is the second check. A panel sized for 1950s appliances may have no room, in space or in capacity, for a solar breaker, especially once an EV charger joins the house. We check your panel's ratings before we quote, and if it has to go, an electrical panel upgrade can ride along in the same project.
How a Winnetka solar permit moves through the City of Los Angeles
Winnetka is part of the City of Los Angeles, so solar permits come from LADBS, the city's Department of Building and Safety, not LA County. The nearest LADBS counter is in Van Nuys, but a small rooftop system can be permitted online. Size and setup decide the paperwork:
- An online electrical permit for a rooftop system of 10 kW or less on a one- or two-family home, with 120/240-volt single-phase service, a main panel rated 225 amps or less, and inverters, strings and wiring within the city's other limits.
- Electrical plan check for anything bigger or outside those limits.
- A structural building permit on top, when the roof misses the conditions above.

The Los Angeles Fire Department shapes the layout. Its reference sheet for rooftop solar on one- and two-family homes, based on LAFD Requirement No. 96, calls for:
- a 3-foot clear path to the ridge on both sides of each roof slope with panels, measured from the outside wall, eaves not counted;
- panels at least 3 feet below the ridge, or 18 inches if only one side of the ridge has panels;
- 18 inches of space from a hip or valley with panels on both sides;
- a 3-foot path around the whole edge of a roof flatter than 2-in-12;
- the electric meter, solar disconnect and inverter grouped in one spot, within sight of each other.
On a small single-story roof, those strips can decide the panel count, so we draw them first. The LADBS inspector checks them on site. Detached garages, carports and solar trellises are exempt from the pathway rules.
Your utility is LADWP, a city-owned utility with its own net metering program, so the CPUC's NEM 3.0 rules for investor-owned utilities like Edison do not apply here. Heat, fire maps and the Pierce College edge of Winnetka
On September 6, 2020, the National Weather Service's record report put the reading at the Pierce College weather station at 121°F and called it the official all-time high for Los Angeles County. NOAA's quality-checked daily record for the station lists 120°F. The campus sits across Victory Boulevard in Woodland Hills, and its Farm Center faces Winnetka's southwest corner at Victory and De Soto.
Panels lose some output as they heat up, so a production estimate for a Winnetka roof should account for summer heat, not just the lab rating on the spec sheet. A flush-mounted array that meets the city's structural exemption sits 2 to 10 inches off the roof, and air moving through that gap helps cool the panels. The upside: long summer days, when the air conditioner works hardest, are also when a roof makes the most power.
Wildfire maps barely touch Winnetka. CAL FIRE's 2025 map of fire hazard severity zones in local areas, in the LA County GIS version revised in August 2025, leaves nearly all of it outside any zone. The exception is a strip on the north side of Victory Boulevard, from De Soto Avenue east to near Mason Avenue, where the edge of a Moderate zone drawn over Pierce College land reaches across the boulevard.
Neither that map nor the City's own map of very high zones puts any part of Winnetka in a very high fire hazard severity zone. So the LADBS rule that calls for Class A roofing in those zones does not apply here, and the panels and racking only have to match the fire class your roof requires. Is Winnetka served by LADWP or Southern California Edison?
LADWP. Winnetka is a neighborhood inside the City of Los Angeles, and the California Energy Commission's utility service area map puts it in LADWP territory, not Edison's. LADWP's own net metering program sets how exported power is credited, and our LADWP solar net metering guide explains it.
Do I need a new roof before adding solar to a 1950s Winnetka house?
Not always, but the roof decides the permit path. Can solar panels go on my detached garage or a carport?
Often, yes. The Fire Department's 3-foot pathway rules do not apply to detached structures nobody lives in, such as a garage, carport or solar trellis, so more of the roof can carry panels. A new carport or trellis is its own structure, so it needs a building permit and must meet zoning rules for height and yards.
