Solar panels in Palmdale
Solar panels in Palmdale are built for Southern California Edison's net billing rules. Edison runs the wires, the meter and the bill. Energy for Palmdale's Independent Choice, the city's own power program known as EPIC, supplies the electricity itself. Collective Solar designs each Palmdale system around both, plus the city's wind and snow rules for roofs. We handle the permit and the Edison interconnection paperwork.
Who bills a Palmdale solar home
Palmdale has no city-owned electric utility. Edison owns the lines and the meter, and it approves every solar interconnection in the city. Because Edison answers to the CPUC, a new Palmdale system goes on the SCE net billing tariff. Since April 15, 2023, that tariff has paid far less for exported power than the retail rate you pay for grid power.
The generation side changed in October 2022. That is when EPIC began serving the city as its community choice aggregator. EPIC replaced Edison as the default buyer of power for homes inside city limits. Edison still sends the bill, so both sets of charges sit on one statement.
EPIC sets its own terms for a solar customer's generation charges. We read those terms from your bill and EPIC's current tariff. We do not assume Edison's numbers carry over, so an estimate built for a Santa Clarita roof is not reused here.
The design rule follows from the tariff. Solar you use the moment it is made is worth the most, and solar you export is worth the least. So we size to your hourly use, not to the size of the roof, and we price a battery both ways. Our guide on whether a solar battery is worth it shows how the answer changes with the utility.
Wind, snow and the hillside tracts
Palmdale sits at the south end of the Antelope Valley, where the high desert meets the San Gabriel foothills. The city wrote that into its code. Chapter 8.05 of the Palmdale Municipal Code amends the state building code for snow loads and high winds, and it holds solar systems to electrical-code and testing-lab standards.
In practice, the racking and roof attachments are checked against Palmdale's wind and snow numbers, not a coastal default. A layout that passes in the San Fernando Valley can need more attachment points here. We design to the local loads first and count panels second.
Some Palmdale homes are in planned communities with a homeowners association. The same chapter says the city's Building Official cannot make solar approval depend on the association's approval. Your HOA may still have its own review, so we check its rules early. We keep the two reviews apart so one does not stall the other.
Desert dust is the other wear item. A film on the glass cuts output a little each week. Our solar maintenance visits clean the panels and check the monitoring, so a drop shows as a number before it shows on the bill.
Bigger households, longer summers
Palmdale had 169,450 residents in the 2020 census. About 66 percent of its homes are owner-occupied, and the average household has 3.55 people, according to Census QuickFacts. More people means more laundry, more cooking and more cooling, which raises the load a system has to cover.
Summer cooling runs into the evening here. On Edison's common time-of-use plan, the weekday hours from 4 to 9 p.m. cost the most, and the panels are fading by then. That is the hour a battery earns its keep, and it is why we model each Palmdale home with storage and without it.
The federal residential purchase credit ended on December 31, 2025. Most new Palmdale projects now use a zero-down lease or power purchase agreement. The lease-versus-buy comparison shows what each choice means for repairs and for selling the house.
If you already have solar and it stopped producing, our solar repair service works on systems other companies installed. If the company that sold it is gone, start with our guide on what to do when your solar company went out of business.
City limits decide the rules
Several communities that feel like part of Palmdale sit outside the city. Lake Los Angeles and Littlerock to the east, and Acton to the south, are unincorporated Los Angeles County. There the county reviews the permit, and EPIC does not supply the power. Edison still delivers it.
So the first thing we confirm is whether your address is inside city limits, and which generation provider your bill names. Both change the permit path and the savings math.
Palmdale is the first Antelope Valley city up the Antelope Valley Freeway from our Northridge office, past Santa Clarita. Its neighbor to the north, Lancaster, runs its own community choice program under different rules. See every city we cover on our service areas page.
Palmdale solar questions
Which utility serves Palmdale, CA for solar?
Southern California Edison delivers the power, owns the meter and approves solar interconnection. Energy for Palmdale's Independent Choice (EPIC), the city's community choice aggregator, has supplied the electricity for homes inside city limits since October 2022. Both appear on one Edison bill. New Palmdale systems are on Edison's net billing tariff, not LADWP's net metering.
Who should I hire to install solar in Palmdale?
Hire an installer that designs for Edison net billing and reads EPIC's generation terms off your bill. Ask who handles the city permit under Palmdale's wind and snow rules, who runs the Edison interconnection, and who services the system later, including a system whose original company is gone. Collective Solar sizes each design to your hourly use, handles the permit and interconnection paperwork, and repairs systems other companies installed. We work from 9221 Corbin Ave #110 in Northridge and hold a 4.8 rating from 50 Google reviews.
Can my HOA stop solar on my Palmdale home?
It can review the design, but the city's approval does not wait on it. Chapter 8.05 of the Palmdale Municipal Code says the Building Official cannot make solar approval depend on a homeowners association's approval. Your association may still have its own rules on placement and appearance, so we read them before the layout is final.
Do Palmdale's wind and snow rules change a solar install?
They can. Palmdale amends the state building code for snow loads and high winds, so racking and roof attachments are checked against local loads. A layout that works on a coastal roof may need more attachment points here. We design to those loads before we settle the panel count.
Are Lake Los Angeles and Littlerock covered by Palmdale's rules?
No. Lake Los Angeles and Littlerock are unincorporated Los Angeles County, outside Palmdale's city limits, and so is Acton. The county reviews the permit there, and EPIC serves only addresses inside the city. Edison delivers the power in all of them. We confirm the jurisdiction and the generation provider from your address and bill before we quote.
