Solar panels in Long Beach
Long Beach runs its own utility department — and it does not sell you electricity. Long Beach Utilities covers water, sewer, and natural gas. Your power comes from Southern California Edison, an investor-owned utility under California Public Utilities Commission rules. That one fact decides what your solar panels earn for the energy they send back to the grid, and it is the first thing we design around. Edison territory changes how a Long Beach system should be sized
The city says it plainly in its own solar permitting bulletin: Southern California Edison is the utility providing electrical power for the City of Long Beach. Because SCE is investor-owned, it follows the CPUC's Net Billing Tariff — the rules most people call NEM 3.0 — rather than a city-run solar program like the ones in Burbank or Glendale.
Under net billing, the power you export is credited using the state's Avoided Cost Calculator, which sets a separate value for each combination of month, hour, and weekday or weekend — not the retail rate you pay when you buy power back. A kilowatt-hour sent to the grid on a mild spring morning and one sent on a hot September evening are worth very different amounts.
The practical consequence is simple: a kilowatt-hour you keep is worth more than one you sell. So the design question in Long Beach is not how many panels the roof will hold, it is how much of the array's output lands inside the hours you are actually drawing power. That sum works out differently here than it does inland, because the coastal morning cloud shaves the front of the production curve — a Long Beach roof tends to deliver a later, flatter day, which changes how much of it you can absorb yourself before the evening peak arrives. Storage is worth pricing on some of these homes and not on others. We run it both ways and hand you both sets of numbers.
One thing Long Beach does not have is a second layer of rules on top of Edison's. The city has studied community choice aggregation more than once without joining a program, so unlike Downey and Whittier next door — both Clean Power Alliance cities, where the generation and delivery halves of an export credit come from two different organizations — a Long Beach solar account settles under a single set of program terms rather than two.
Two calendar dates do most of the work here. The Net Billing Tariff applies to interconnection applications submitted on or after April 15, 2023, so a system already interconnected before then sits under the older rules and should not be changed casually. Craftsman bungalows, 1950s tracts, and 18 historic districts
Long Beach has 18 designated historic districts, and their dates tell you what kind of roof you are working on. Carroll Park goes back to 1898. Rose Park and Bluff Heights are dense with Craftsman bungalows from roughly 1910 to 1923. California Heights and the Wrigley Area went up in Spanish Colonial Revival between the late 1920s and the mid 1930s. Bluff Park spans 1903 to 1949 along the ocean bluffs.
If your address falls inside one of those districts, or the house is a qualified historical building, the solar project needs a Planning Permit and Certificate of Appropriateness alongside the electrical permit — the city's own express-permit bulletin lists it as a separate submittal. Solar normally travels the minor Certificate of Appropriateness route, which staff can sign off without a Cultural Heritage Commission hearing, but scope decides that, not the label. The approvals that move fastest are the ones where the panels sit on a rear or flat roof plane and the meters and conduit are not facing the street. It is a real step, and it is the one homeowners hear about late. We file it with the rest of the package.
East of Lakewood Boulevard the picture changes. Los Altos went up as a planned 1950s tract, and the blocks running out toward El Dorado Park share the pattern: single-story houses, simple gable and hip roofs, wide streets, very little mature shade. Lakewood Village, also east of the boulevard, gets mistaken for the same vintage and is not — it was laid out around a golf course in the late 1920s, filled in through the 1930s and the Douglas Aircraft years, and was not annexed to Long Beach until 1953. Its streets carry Tudor, Cape Cod, Spanish and ranch elevations next door to each other rather than one repeating plan, so there is no default roof there to assume.
Across all of east Long Beach, the binding constraint is more often the electrical service than the roof. Plenty of these houses still run their original main panel, and once an array, a battery and an EV charger land on it, an electrical panel upgrade belongs inside the same scope and the same permit — priced at the start, not discovered on inspection day.
Permits go through the City of Long Beach Building and Safety Bureau on West Ocean Boulevard, filed through the city's own online portal. Flush-mounted rooftop systems at or under 38.4 kW can use the express permit path, which drops the detailed engineering analysis and the formal plan review submittal when every line of the express checklist comes back clean. One line on that checklist catches owners out: fire review is not required for one- and two-family dwellings, but it is required for multi-family and nonresidential buildings, so a duplex and a six-unit building on the same street do not follow the same route. Salt air on the shore, warehouse roofs by the port
Belmont Shore, Naples, the Peninsula, and the streets around Alamitos Bay sit close enough to the water that hardware selection matters more than panel branding. Salt mist works on module frames, fasteners, and junction boxes, and any place two different metals meet at a mounting point is a candidate for galvanic corrosion. There is a published test for this — IEC 61701 salt-mist corrosion testing — and coastal blocks get modules and racking rated for that exposure, with corrosion-resistant fasteners, instead of the inland default spec.
The weather is a design input here, not small talk. The marine layer locals call May Gray and June Gloom lays low cloud over these blocks on late-spring mornings and usually burns off around midday, and the water keeps summer afternoons off the highs an inland Valley address reaches. Production leans late in the day and the bill you are offsetting has a different shape than a Woodland Hills bill. That changes the sizing, not the verdict.
Commercially, the port shapes the building stock. Warehouse, logistics and industrial space runs up the I-710 corridor from the harbor, and the offices at Douglas Park sit on the old aircraft plant grounds beside Long Beach Airport. What those buildings share is a load that happens in daylight, and net billing treats a building that burns its own production far better than one that exports it. That is why the commercial case here can still hold up on a roof where the house across the fence is marginal.
Two Long Beach details are worth knowing before a commercial budget. The 38.4 kW express permit path is open to nonresidential and multi-family roofs, not just houses — but fire review is required on both, so the express label does not mean no review. And on the federal side, the residential purchase credit is gone while the commercial 48E investment credit is not; what changed in 2026 is the timing, so when construction starts and when the system is placed in service now decide whether a project qualifies. Does living near the water in Belmont Shore or Naples change the equipment?
