Solar panels in Calabasas

Cross into Woodland Hills or West Hills, both part of the City of Los Angeles, and the bill comes from LADWP, which credits solar under its own net metering program. In Calabasas, Southern California Edison sends the bill, delivers the electricity and handles maintenance and service problems.

The electricity itself is bought by Clean Power Alliance, a publicly owned, not-for-profit provider. Calabasas joined in 2017, and CPA has served customers here since 2019. The city picked CPA's 100% Green Power option as its default, so an account stays there unless the customer picks another tier. You can step down to Clean Power (50% clean) or Lean Power (40% clean), or opt out and buy your generation from Edison. The city's FAQ offers those same choices, plus CPA's bill-assistance programs, to residents who find the top tier too pricey.

Your tier sets the price of the power your panels replace. Under net billing, a kilowatt-hour you make and use at the same moment saves the full retail rate: CPA's generation charge for your tier plus Edison's delivery charge. A kilowatt-hour sent to the grid earns an export credit instead. Systems that applied to connect after August 31, 2023 go on CPA's Solar Billing Plan, which credits exports at hourly values from the CPUC's Avoided Cost Calculator. Those values usually sit well below what you pay to buy power. CPA settles its side of the bill once a year, at an April true-up.

So we size a Calabasas array to your hour-by-hour usage, not to the edges of the roof, and we price storage as its own line. A battery carries midday power into the evening, when the house would otherwise buy it at full price. The State Fire Marshal's latest hazard map for Calabasas, dated March 24, 2025, shades the city Very High, the only hazard class on its legend. The city notes that homes in high or very high zones can fall under the state's wildfire building standards and the defensible-space rules of Public Resources Code 4291. Fire protection here is contracted to the Los Angeles County Fire Department.

Fires have reached Calabasas before. CAL FIRE's record of the November 2018 Woolsey Fire lists 96,949 acres burned across Los Angeles and Ventura counties and 1,643 structures destroyed. The county's after-action review logs mandatory evacuations in parts of Calabasas and fire reported at the 101 at Parkway Calabasas. It also lists older local fires, including the 1996 Calabasas Fire, which ran from Malibu Canyon to the coast.

On the roof, fire rules show up twice. The re-roofing permit that SolarAPP+ leaves out is one the city lists as Class A, the top fire rating for roof coverings, so a roof near the end of its life should be replaced under that permit before an array goes on. If panels are already up, our panel removal and reinstall service takes them off and puts them back. The state's residential code also requires rooftop arrays to be tested, listed and identified with a fire classification under UL 2703, so we pick panels and racking as a matched set. On tile, we plan mounts and flashing for tile and replace cracked pieces before the array covers them.

Then there is the power. On its Public Safety Power Shutoff page, the city maps the Edison circuits that serve Calabasas and flags ten as PSPS circuits, the lines Edison may switch off when wind and dry brush make a spark too dangerous. Its guide marks Parkmore as non-PSPS, and the map draws one more non-PSPS line, the Calabasas circuit, which the guide does not describe.

These are not paper risks. In January 2025 the city posted that it was pressing Edison for updates on restoring power. Later that month it shared updated hours for an Edison resource center at the Calabasas Community Center, where residents could charge phones and portable medical equipment.

Panels alone go dark in any outage. A grid-tied inverter shuts down the moment the grid drops, on purpose, so it never sends power into wires a lineworker may be fixing. Add a battery and a transfer switch, and the circuits you choose stay on: refrigerator, lights, router, a medical device.

Your circuit changes the math. On one of the ten PSPS circuits, backup alone may justify a battery. On a line the city lists as non-PSPS, such as Parkmore, the bill savings have to carry more of the case. Clean Power Alliance's Sun Storage Rebate adds an extra incentive for homes in areas often affected by shutoffs, and CPA decides which homes count. CPA also requires a licensed contractor to install the battery, which we line up as part of the project. The money is limited and first come, first served, so check CPA's current terms.
